Default Start Screen Layout Windows Server 2012 R2 RDSH Environment using UEM

Hi,

Our organization is piloting VMware Horizon DaaS with server 2012 R2 RDSH (we may move to Windows 8.1 VDI because we can't get two-way audio/video for video-calls working in RDSH).

Testing out UEM and it's pretty powerful. This question is regarding setting a default Start Screen for users.

We have been able to set the policy via ADMX-based Settings->Start Menu and Taskbar->Start Screen Layout in UEM to define a static Start Screen Layout for all users. But this method does not allow the users to modify it to their liking.

Already tried those steps in the hope it may work for Server 2012 R2 RDSH - didn't work.

Tried the Export-StartLayout and Import-StartLayout method - didn't do anything.

Users still getting the Default Start layout as defined by the OS, not the customized one that we had exported (and imported). Also users' customization doesn't roam with them either.

Are we missing something here?

Is there any way to define a default customized Start Screen Layout on Server 2012 R2 RDSH that any new user would get during first logon, which they can then edit as they please and have these edits persist/roam with their profile?

The Export-StartLayout powershell command might not work on Windows 8.1 and Server 2012R2.

It works on Windows 10 and could also work on Server 2016.

If you are building an environment now, why not use the latest Windows versions?
