Answering my own question: Yes.
I apparently had a stale session to the vsphere-client open in another tab (or something like that). After logging out/back-in to vcenter/vsphere-client, everything worked.
I have the same issue with VCenter 6.5 but i cannot get it to work still.
Well.... I opened a case with VMWARE support and they told me to wait until VSA 6.5 was released. It is released now, installed it and still not working...
It is not registering in the vsphere web client and when I click "Proceed to configure log gathering and collection settings", I only get this XML

I'm having a similar issue but my java error message ends with no route to host,
Cannot navigate to the desired location.
Error details: Cannot retrieve the navigation path for extension com.vmware.ph.manage.data-collection.
