Connecting to Security Server: you are not entitled to use the system

Horizon View 7.0.3. Horizon Client 4.3 I have no any problems when I connect to both Connection Server and Security Server when I use a Domaint Admins group member account. But if I use account which is not member of Domaint Admins group I can't connect to Security Server and I've got the message: "you are not entitled to use the system". It is a problem as users can't connect to their desktops from outside. Tried to find any information using Google but I couldn't find any similar issue.

Any ideas?

It was really much simpler than I thought) Now this question seems to me like a noob question.

In Horizon 7 Administrator --> Users and Groups --> Remote Access proper users/groups should be added.
