Unassign User from VM using Powershell

I am trying to write a script to unassign users from VMs using powershell. I Downloaded and installed PowerCLI but I cannot seem to figure out how to do it

Also I need to be able to see WHO is assigned to a particular VM

Please Help!!

Do you mean Permissions when you mention assigned?

I mean like how you would assign or unassign in horizon. See attached
