Has anyone gotten this to work ? I have been trying since like May without success. I have Windows 7 with the same setup, works flawless! but Win10 not so much.
Most of my efforts ends up with the start menu not working at all!
And how is UEM shortcuts (which I use to build a new start menu for my users) planning on working with Windows 10 suspeciusly strange startmenu ?

I know Microsoft has done a 'great' job in breaking this functionality, but most customers don't need mandatory profiles on Windows 10.
Can you tell me the usecase why you want to use Mandatory profiles? Then I might be able to help you with a solution.

We use mandatory profiles to control how the desktop/visual effects are being applied. and how the size of the startmenu is, and how it behaves.
We also use the mandatory profiles to not get the "active setup" everytime anyone logs in
We also control the start menu by deleting the "real startmenu" and then use shortcuts to create a new customized version.
You don't need to use mandatory profiles to accomplish StartLayout customization.
I have a couple of clients that use this method to achiveStartLaout customization.
Look this over and see if this is what you're trying to accomplish.

I have a question about that. If I use the following:

HKCU\Software\Microsoft\Windows\CurrentVersion\Explorer\Advanced\StartMenuInit
That causes the start menu to be initialized on each login. This also causes the Edge shortcut to be created and placed on the taskbar. This essentially negates user customization of the taskbar for Edge. Is there a way to get that to not show up?

should be true, but it will be difficult on Server 2016 to use local profiles, because of the big amount of data.
So I'm afraid we have to struggle with this further on.

Agree, mandatory profiles are still very helpful for RDSH.
