Please refer to below image, each feature is mentioned with YES/NO/DEGRADED functionality in case vCenter isn't available.
in short :
1:-DRS will not work because it requires vCenter up.
2:-HA works because FDM agent uploaded in master/slave hosts is in contnious sync, but we can’t make changes to HA configuration.
3:-FT works for one failure.
4:-Dvswitch works, its configuration is replcated to to etc/vmware/dvswitch.db to each host. but we can’t make changes to dvswitch configuration with vCenter up.
