vSphere 6 host profile license error

Hello.  We can't use host profiles any longer.  Here is some info about our environment.

vCenter 6

esxi 6 u1

linked mode

Licenses: mixed vcloud suite standard and enterprise plus.

When I try to create a host profile, I get the below error.

"Call "HostProfileManager.CreateProfile" for object "HostProfileManager" on vCenter Server "vcenter server" failed.

The  license for vCenter Solution  does not include vSphere Host Profiles. Upgrade the license."

In the licenses section of the web client, I see that the licenses are applied.  I see that "host profiles" are a feature.  One possible issue I do see though is that there are two entries for each host in the licensing section instead of just one.  This is only for our main vcenter which is where I am trying to use host profiles.  One is greyed out and the other is not.  I am able to add a license to the greyed out host and the other one.

I have removed the host from vcenter and added it back in with no luck.  Has anyone seen this?
