At some version workstation got this "feature" where when you resume a VM the window it gets in the Windows 8.1 host is allowed to be a little larger than the desktop and overlap with the taskbar.
Can this be disabled? Can you specify that the window starts maximized so it fits inside the desktop? Can you control window placement at all?
