Can vVol still do array offload If VASA failed?

No, they won't be offloaded.

When you initiate a snapshot on a VM on a VVol datastore then vSphere will call the VASA provider managing the array, which is serving the VVol datastore, in order to invoke the snapshot operation. If the VASA provider is not available then those offloads will not be possible.
