how to pass f11 f2 f9 etc in vmware remote console?

I'm trying to install esxi on a vm via latest vmrc but am stuck on the f11 eula screen.  esc works but then I cannot hit f9 to continue.  how do I send function keys to a vm using vmrc?

These keys should pass through just by pressing them. What is the OS on your client and remote VM? Do you have VMware Tools installed on the remote VM?
