Custom action "Disposal" grayed out

I'm currently attempting to create a custom deletion action, but when I go to build it, I find that the "Disposal" option is grayed out.

Can  anyone give me further information on why this occurs?

I am having the same thing today when a try to add a workflow which has the input resource type of IAAS VC Virtual Machine (VC:VirtualMachine), and also when I tried a test workflow with a custom resource/dynamic type - funny thing is - I KNOW I have ticked disposal for this custom resource before because I wrote a work instruction which some else tested successfully to use this method for removing orphaned VCAC items. I'll try and remember to post here if I fix it or find out anything else.

I don't recall what resource I was trying to delete, but I'm guessing it was a VC:VirtualMachine.  I think I ended up giving up on it because vRA seemed to not have very good integration when it came to dealing with virtual machines instead of vRA/IAAS machines.
