I would like create a new user group that they only can view some virtual machines and only can start/stop and restart this machines.

You need to create an entitlement for these users specifically that will only allow them access to those particular catalog items, and those particular actions.

To create an entitlement you would need to be either the tenant administrator, or the business group manager for the business group that those users are a member of.

If I create a new tenant and I am administrator, where I can give access to this tenant to be able to start / stop machines?

Could someone explain me some steps? I've been looking for but can not find information about what I look, give access to a group of users that can start / stop a series of machines.
