How to use vicfg- commands?

Hello,

I am learning how to use command lines with vSphere and I have three questions please:

1. I've installed vCli for vSphere 6.0 but in CMD the "esxcli" is not recognized, I've uninstalled it and installed the vCli 5.x and it works fine, so what's the catch?
2. I can use "esxcli" commands in remote shell, but I couldn't do this via Windows CMD, so what's the correct syntax, let's say for remote powering on a machine, I used this but it's not correct:

> esxcli --server xxxx --username xxx --password xxx vim-cmd vmsvc/getallvms , but the syntax is incorrect.

  3. how to use "vicfg-" commands, it's not recognized in shell, and I also cannot (or couldn't) use it in CMD, so please give me example for using "vicfg-rescan" , a acorrect syntax and where to use it to get a result.
