had the same issue.
i tried to update from an old Version, so i uninstalled the old version, deleted the folder of the Webmanagement Service under "programfiles", and did an reboot.
Then i logged in with the Active Directory Account which is also been used for the mirage service. Ran an cmd with administrative rights and startet the installer with msiexec.exe /i "package" /L* "logpath"
the installation succeeded

We had same issue in v 5.9 but thx for RWalterCC suggestion, we can solved the problem. It was a new install.
Eg.: msiexec.exe /i "c:\tmp\mirage.WebManagement.x64.161934.msi" /L* "C:\TMP\mirageinstall.log"
