vCenter Appliance - Failed to conected to Database (error: 08001 - unixODBC)

Hello Everyone!

I am running the Linux-based vCenter appliance version 5.5.0.5101 Build 1398493 and am using the embedded database. I can't connect to the server with the vSphere Client. The web GUI responds on port 5480 and the "Summary" shows that the "Server" is "stopped".  Clicking "start" does not change the Server status.

I logged into the appliance and tried starting the vmware-vpxd service manually and I get a "failed" status.  I looked at the vpxd.log file and am receiving the following error:

[VpxdVdb::SetDBType] Failed to connect to database: ODBC error: (08001) - [unixODBC]could not connect to server: Connection refused

-->     Is the server running on host "127.0.0.1" and accepting

--> .  Retry attempt: 693 ...

-->     TCP/IP connections on port 5432?

Using the web GUI, I tried the "Test Settings" button on the database page and I receive an error "Failed to conected to Database"

I looked at several items, but to no avail.

This happens after a momentary power outage.

Could someone helps me?
