If a person is VCP-DV (5.0). Can he do VCAP-DCA 5.5 ?

I would say yes, a VCP-DV can do the VCAP-DCA.

As long as it's all 5.X

Yes.  Any current VCP (not VCP2/3/4, VCP4-DT) can attempt any VCAP/VCIX exam.
