I tried below steps to reproduce the problem on my env(OSX 10.9.5, WinXP, Fusion 6.0.4), but failed. could you pls take a look for the steps to see whether I missed anything?
1. Open a WinXP VM, switch to full screen mode, make sure no other Fusion Ui opens, such as settings/preferrences.
2. Inside full screen VM window, Cmd+Tab and switch back to the other Mac app, such as Finder/Safari etc.
[Actual Result]Switch to the main OSX space, and switch to the chosen Mac app
3. Cmd+tab, switch back to Fusion space by choosing Fusion icon
4. Then repeat step 2 and 3 multiple times.
In my env the switch is smoothly and correct.
And can consistently reproduce the problem in your machine? If yes, pls attach below files here which may give us more clue.
Yes, your steps are correct.
One other thing I just noticed. In order for Cmd+Tab to fail from the WinXP VM window, the white arrow mouse pointer has to be active in WinXP. If I swipe in to the WinXP window I initially get a fist pointer, then Cmd+Tab works OK. As soon as I move the mouse, or one click on the touchpad, the fist changes to an arrow, and then Cmd+Tab stops working.

I'm experiencing the same problem. I have a MBP late 2011 and have recently completed a clean install of Yosemite. I then installed VMware Fusion 7 and activated my existing WinXP VM. When logged into my WinXP VM, I can go to another running app using Command-Tab. When I want to go back to the running Windows VM, Command-Tab instead will take me to the VMware virtual machine library. The only way for me to get into the open WinXP VM is to double click the VM listed in the library window. I can use the three finger swipe to go back and forth, but I prefer using Command-Tab.
Like the the first user, this used to work when I was running 10.8 and VMware Fusion 5.
I'm in the same situation
upgraded to Yosemite and from Fusion 5 to 6 and When I want to go back to the running Windows VM, Command-Tab instead will take me to the VMware virtual machine library rather than the full screen of the windows 7x64.
So I have to click menu Window> Windows 7 x64
4 fingers swipe on trackpad works
Is there some default settings to change?
I'm using an external bluetooth Apple keyboard and magic mouse. Four-finger swipe doesn't work for me. I am a big user of the CMD-Tab key combo and hate that this has stopped working with VMware. Hopefully someone has a solution.
Thought from your previous post the 3 finger worked for you ..??
depends how the " swipe between full-screen apps" is checked and defined in system preferences>trackpad > More Gestures tab
or System Preferences > Mouse > More Gestures tab
Sorry for the confusion. I can do the three finger swipe from the trackpad. However, my laptop is connected to an external monitor, BT keyboard and mouse. The lid stays closed so I don't use the trackpad at all. The mouse gesture for two-finger swipe is set for going between full screen apps, but that isn't working for me right now with this mouse.
This issue has bothered me for some time but I may have just found the solution...(well, it sorted my issue!)
A VM is executed as a new 'Space' on a Mac thus in Mac 'Preferences' go to 'Mission Control' and select 'When switching to an application, switch to a Space with open windows for the application'...and voila!
