Some thoughts:

  • Check whether the host is powered off or still powered on?
  • If powered off, check the power and/or hardware (e.g. iLO logs or other harware management tools)
  • If it is still powered on, does the console show a PSOD or the DCUI?
  • If it's a PSOD, check for hardware issues or driver issues with e.g. unsupported hardware.
  • If the console shows the DCUI, check networking?

Depends what your view of down is. If down means that the host dropped out of vCenter, check whether:

  • The host can still be pinged
  • If a SSH session is still possible, if so, restart the management agents. services.sh restart might help here.
  • The logs tell any relevant information

If the host is completely offline, I can only confirm Andre's points, but I would add:

  • Check the logs (vmkernel.log, hostd.log, etc).

It's a very wide-open question so there isn't really one answer. I guess it kinda depends but for every case you encounter, the relevant log files always tell you more.
