Is there a way that we allow public access to http://public-cloud-director-url/cloud/org/orgName, but restrict them to access to vcloud director admin portal http://public-cloud-director-url/cloud? and only allow private IP (such as 192.168.x.x) to access it internally?

Hi, im also searching for a solution, my last test was with a nginx proxy server.
I think the only way is via an web application firewall, proxy server like nginx or via a third party solution like F5 Big IP or similar...
how about the java web server for vCloud Director itself? Is there a way that we could do something there for the access control?
Jetty is the java web server used for vCD.
There is an IP Address Handler built-in there, see:IP Access Handler
I suppose you can just add what you like to the jetty-ipaccess.xml file, see: https://eclipse.googlesource.com/jetty/org.eclipse.jetty.project/+/f451a14e0407463a2d44e8de80107a340...
But not sure if this works, maybe just a hint which you can investigate further
