Can you please detail out the configuration details, also make sure hardware and storage are in HCL. are you observing errors in vmkernel logs

I would start by checking what esxtop has to say. (this is a good place to start if you are not familiar with it http://www.yellow-bricks.com/esxtop/)
Seems like for every ten minutes, you have 10 spikes...do you have some scheduled task for every 60 seconds? Is your host suffering any memory contention?
