By default the "[msg.dictionary.load.openFailed] Cannot open file "C:\Users\$USER\AppData\Roaming\VMware\config.ini": The system cannot find the file specified." is normal and expected to be logged into the vmware.log file as it does not normally exist until manually created by a User.  If you actually had that file before, it would show what was in it in the vmware.log file and could be recreated from that information.  That said, I'm not sure why you're getting it when trying to resume a VM as I cannot reproduce the error by having had it exist (the config.ini file) before running a VM and then removing it before resuming and it didn't cause an error.  So I suspect the actual issue is something other then the error message you've shown and my suggestion would be to remove the Suspended State file (.vmss) from the Virtual Machine.  Note that deleting the suspend state has the same effect as performing a hard reset of the virtual machine, or pushing the Reset button on a physical computer, in that any unsaved data in open applications is lost!  However if the VM won't resume then I do not see any other choice to attempt to run the VM.

To remove the suspend state from the Virtual Machine close VMware Workstation, or at least the VM's Tab in the GUI, and then delete the .vmss file and .lck files/folders from within the folder that hold the files that comprise the Virtual Machine.  After deleting these files try running the VM again.

With out additional information to analyze, like collecting support information from the Help menu and providing a file listing of the VM showing file name, file size, and date/time stamp then I've already provided the best suggestion with the information provided thus far.

Thank you for the reply, and I followed your steps by deleted the files, but still the VM is not working

acutally I getting this error message,

            error.png

and when I searched in the log file I found the message above, I thought maybe its because of this.

            please help,

Take a look at http://kb.vmware.com/kb/2032746 which describes this issue. You should also see which file is causing the issue when you check the VM's vmware.log.
