I am having the same issue. The web client shows the Navigator plug in but the vCenter client doesn't show the navigator so I can not license it.
Ok, I figured out how to fix this problem. You will need to ssh to your Navigator appliance then do a service vadm-engine restart and check your license manager in vcenter and you should be able to license then. VMware wasn't able to resolve this issue.
I tried to restart the vadm-engine service and realized that the service would not stop. So I rebooted the appliance and could see that the service would not start. I tried restarting the service but it would not start giving a timeout error.
So I installed a new Navigator appliance. The appliance shows in the licensing assets and I was able to license it. Thanks for pointing me to this.
However, now the web client reports "error communicating with server" as shown on the Navigator page. I wonder if I need to re-establish SSL certs or something?
I am also having the same problem too
