cmake build-system for sigar

Hi Doug,

I added a cmake build-env to compile the libsigar.a + sigar-test-all.c.

For now I added platform specific settings for Linux, Solaris and
MacOSX. I'll add more platforms over time.

Having just a libsigar.a should make non-java builds easier.

instead)

Hi Jan,

I'm not at all content with the java+ant+cpptasks.jar build system
and would be happy to explore alternatives other than autotools. I
don't have experience with cmake, but it looks good. I could set you
up with svn commit access which should make it easier to move
forward, what do you think?
