Typing CTRL-(arrow key) makes CTRL key stick until you press it again

I've searched the discussion boards for help on this, but haven't found anything.

The problem is that when I type CTRL and one of the arrow keys to move forward or back a word or up or down a paragraph, it looks like nothing happens.  Then, if I release both keys and type one of the arrow keys, the movement is like when the CTRL key was pressed, but it is not pressed.  It continues to act like this until I press the CTRL key again. 

I have found that if I disable the "Enable Mac OS Keyboard Shortcuts", the "problem" goes away.  But then I also lose the ability to Alt-Tab between programs. 

Any ideas on how to fix this?  It happened once before on my laptop and I acidentally fixed it and don't know how.  I'd really like to know how to fix it and not wait for it to acidentally go away.

Additional information... The "solution" to disable Mac OS Keyboard shortcuts only works in full screen mode or window mode, not in Unity mode.

I know this is an old post, but for future reference... I had the same problem with macOS BigSur and Fusion 12... to fix it, I went to System Preferences\ Security & Privacy\ Privacy (tab)\ Accessibility\

ensure VMWare Fusion is NOT marked!!!
