heartbeat will not failover

After installing heartbeat server successfully, i tried a manual failover which failed. I was not able to failover to the secondary at all.

Not much help from VMware.

did you complete the post installation steps sucessfully? this is more than just selecting make active and is should be carried on all installs. if it is a WAN you need to turn on auto switchover
