Capacity Planner Data Sync Hangs in Waiting to Run State

If anyone has experienced this issue and can provide some guidance it would be greatly appreciated. I'm working with a client site with two independent domains, thus am running two instances of CP - one for each domain. Domain 1's Data Manager has no issues with respect to syncronizing with the VMware site. For the second domain, the synchronization task never starts. It stays in the job queue with status "Waiting to run". I've tried both scheduled and manual invocations with no luck. It seems to be database-related since I can take the database from the first domain and successfully synchronize it using the Data Manager instance in the second domain.

Anybody have any thought?

I'm running into this issue with 3.0.0.  No idea what's going on.  How did you fix the issue?

Fixed by explicitly re-installing the Collector with "Run As Administrator" command in Windows 7.
