if you can run recovery console run following:

esxcfg-boot -p

esxcfg-boot -b

esxcfg-boot -g

esxcfg-boot -r

If can`t get access to recovery mode all you can do - copy all of the VM files to another disk (USB etc.) re-install ESX and then recreate the VMs after he copies the VM files back to the local storage (after re-install) that will work just fine. It`s the safiest way.
