Virtual Center 2.02 not working after licensing file change and VC restart

Stopped Licensing Services; installed a new lic file; refreshed; restarted the licensing service; stopped Virtual Center Services and when restarted would virtual Center would not start with Error 1067 process terminated unexpectedly.

Reinstalled licensing service - same error

Reinstalled Virtual Center pointing to same database location would not come up. Trying to avoid loosing all the data with a complete reinstall of VC SQL database instance.

Check the VC log file for more detailed info on the problem, it is located in the C:\Windows\Temp\VPX directory on the Virtual Center server
