vSwitch Port Group Free Ports

If my VDS has free ports available, but the port group on it does not have free ports, what will happen when a VM needs to fail over to that port group from another ESXi host?  Will it automatically add more ports from the available ones on the VDS?

Hi, this is will depend on how you have port binding configured, the default which is static will assign and reserve a port for the VM on power on guaranteeing connectivity at all times.  VMware KB: Choosing a port binding type in ESX/ESXi

If you have not changed the default, you VM will failover without losing connectivity.
