Looking at the vSphere documentation I can't find any information about the "Live Port Moving flag" unsless in the ESXi Configuration Guide

Live port migration means a stand alone dvport can be moved to a dvportgroup and thus acquiring the all the configuration of the dvportgroup and a dvport which is a part of a dvportgroup can be moved out from a dvportgroup, the subsequent config changes to the dvportgroup does not apply to this dvport.

It Allows standalone ports to be moved to a distributed port group while the ports are in use. Moving the port to a distributed port group allows the port to acquire all of that port group's configuration.

Also note that none of this is done with the GUI. Only true portgroups can be handled with the vSphere client.
Personally, I think it is a bad thing to include features in the GUI that cant be used with GUI only (live port moving, create "free" ports on a dvSwitch, direct port assignment on a VM that does not populate..) but I have made that point in other threads already..
