We have an ESX 5.5 with vCenter and many users who access templates via vSphere client. Users have no administrator privileges.
The main idea:
1) User deploys a VM from a template
2) ESX automatically customise VM by creating new community VLAN or vSwitch
3) This is done not from inside VM (e.g. not via PowerCLI inside VM) because its not secure (administrator password will be requierd)
4) Each VM triggers deploying another vm (a group of VM) that also need to be network isolated from external traffic and another VMs
Is it possible at all without PowerCLI?
VCloud director or VCAC driving VCNS can do this if you have cloud suite licensing.
