Is it posible to connect a vSwitch to another vSwitch in same host?
In short not possible. You need to have a VM in both switches for them to connect.

1. As far as the VM's are in same portgroup they should communicate each other, doesn't matter on the count of vSwitch either in same or different ESX host.
2. If they are in different portgroups they should get routed over a Layer 3 device or physical or virtual appliance. If it is a virtual appliance in a VMware infra, place vNics in each portgroups or if possible configure a trunk port in appliance for diffrent subnet traffic in same vNIC.
3. Running out of vNIC ports? increase the vNIC but require a restart of ESX server. Else add a new vSwitch and configure portgroups.
