I usually order Dell Quad-Core Dual Processor servers providing enough CPU and processing power for vSphere 5.5 VMs.
I am going another route due to funding.
I have a quote for a 1U Xeon E5 2609 2.5Ghz QuadCore SuperMicro server.
From what I see on the quote, this is not a Dual Processor server. Question is, I am setting up vCD and ITBM Standard Suite.
ITBM requires is for 2 vCpus. Will this SuperMicro provide this capability (2 vCpus) and support running vCD or do I need to request a second CPU?

Your CPU will provide four cores and you don't need to worry.

I did notice the hyper threading is no. As I said, I usually go with Dell servers and they come with hyper threading. I did not see ITBM or vCD requiring hyper threading. But, that's not to say it would not help.
On processors with Hyper-threading, each core will provide two logical processors, then if you have a Quad-core processor with hyper-threading you will see 8 logical processors and in a Quad-core processor without hyper-threading you will see 4 logical processors.
If your system have a Quad-core without hyper-threading and your application requires to two vCPUs you will be able to create without problem, since do you have four cores available on your system.
