v7 u2b upgrade giving wheel of death on stage2

We are using the win32 GUI upgrader from vCenter 6.7 to 7.0u2b

the first part works and is being done in the win32 installer.

When part2 is needing to start we swtich to a browser and go to https://10.192.28.43:5480/configurev2/#/upgrade and fill out the forms.

We are choosing the option to "Configuration, Inventory, Tasks, Events and Performance Metrics (6.61 GB) " and using a specific export directory we created on the source applicance acalled /storage/updatemgr/upgrade7.

When we get to the "Ready to complete" page and click finish the circle in progress appears and that is as far as it goes.

Any ideas?  We have tried Chrome, Edge and Mozilla and the same result.

@DionRow

Thank you for your post on VMware Communities.

After the completion of Stage 1 please launch stage 2 from the browser going to the below URL:
https://10.192.28.43:5480

I recommend you to try this upgrade from a windows machine in the same subnet in case you have not tried for Stage 2.

Ensure that the DRS Automation Level is set to Manual on the cluster temporarily so that the source and the target vCenters do not migrate during the upgrade/migration and re-start the upgrade/migration process.

If the ESXi hosts on which the vCenters originally resided are known, migrate them back to their original location.
