after a compliance check with esxi 7.0.3 (cisco customized iso) on a lifecycle manager,
it says the upgrade has VIBs that are missing dependencies, (lots of bootbank files below)
should VIBs are removed or create a custom image (where to download below drivers/VIBs ?)

Remove the VIBs or use Image Builder to create a custom upgrade ISO image that contains the missing dependencies, and try to upgrade again
The host contains add-ons from HPE and Dell, and you are running a compliance check against a Cisco image!?
Provided that your host (hardware) is supported by ESXi 7.0, you may consider to reinstall it with the proper vendor customized ESXi image.

thank you for the advice, after removing all VIBs that don't have dependencies, the upgrade with the same customized ISO worked.
