Welcome to the COmmunity - VMware does not license on how many Vms your are running - as long as your hardware can support it you can run as many VMs as possible up to the maximum in the Config Maximums document - so with that in mind you can host your entire environment on the Free Hypervisor but if you are looking for some of the VMware higher order funstions like HA VMotion you will need something along the lines of the Essentuials kits
In terms of SQL and the operating you will still need to license those form Microsoft -
