The licenses should have been upgraded to vSphere, atleast that is how it was for me. Check your licensing through vmware.com and see if you don't have your current vSphere licenses ready for use.
You can still use the "old" licenses with a vCenter 4 if the FLEXLM installation is not removed, this will also allow you to have a mixed environment between VI3 and vSphere hosts.
Nevertheless, if you have an active support contract the licenses should have been automatically migrated to 8 CPUs vSphere 4 Enterprise, I believe.

Cause your SnS is active, you have only to enter in your license web portal and you will see also the VS 4 license.

If you have active support contract - you have free upgrade to vSphere Enterprise.
Check licensing section on VMware site - there should be your serials for vSphere 4.
