Hi,

a) Is this mandatory to upgrading the v Center if upgrad ESX ? if yes, then what needs to be upgrade first ?

No, it is not mandatory. There are "VMware upgrade guides" that will help you with the entire process of migration. For instance this one in the link (you should make sure that the guide is for your intended edition/version)

http://pubs.vmware.com/vsphere-50/topic/com.vmware.ICbase/PDF/vsphere-esxi-vcenter-server-50-upgrade...

b) How to perform the vMotion for 1 TB disk ?

You don't perform vMotion of a disk, you perform vMotion of a process. To move a disk to other location you can choose to do it while the VM is powered off (cold migration) or while the VM is powered on (hot migration or Storage vMotion in VMware terms).

For performing storage vmotion, there's also a lot of literature on the web. I'll recommend you to read this first:

Welcome to the Community,

regarding question a.) it's important to take a look at the VMware Product Interoperability Matrix where you can find out which vCenter version is required for which host version.
