You could enable "Upgrade VMware Tools on system power-on" option for each VM, that is what we use. You cannot edit that option using vSphere Client while VM is running but with PowerCLI script you can.

Check

There is also many PowerCLI scripts which will upgrade Tools at run-time, my first hit with Google http://get-admin.com/blog/?p=714

not a feasible option for 500 VM's that are considered highly available. You can't expect everyone to restart their VM's just to get a tools upgrade.

I am not saying that they should reboot right away, instead I am saying that enable this option and leave upgrade to happen when VM reboots next time.
