vmfs versions can only be upgraded.. its no possible to downgrade vmfs version from 6 to 5... or 5 to 3 for that matter
And, for that matter, you cannot even upgrade VMFS-5 to VMFS-6. You must format new datastores as VMFS-6 and perform migrations. So if in doubt, deploy VMFS-5 so you have compatibility with the entire 6.x version tree.

So, newly install ESXi 6.5 comes with vmfs 6, correct?
Only way to use vmfs 5 with ESXi 6.5 is; upgrade existing ESXi 5(with vmfs 5) to 6.5 and not perform migrate vmfs?

When you install ESXi 6.5 it doesn't "come with" anything. You have to manually create a datastore. The default option is VMFS-5 and you'd have to select 6. So you can choose either VMFS version with ESXi 6.5.
