So as of today, are there any working scripts for synching (Export/Import) of baselines between VUMs? I have seen a few on the PowerCLi forums but they seem to only work with different versions and have gotten different feedback as to the effectiveness etc.

Are there any supported scripts or methods for doing this?

Here on the community you can find two scripts for this purpose. The first one works with the first version of Update Manager – PowerShell Library.

It works with Update Manager PowerCLI 4.0.

For what Update Manager version you are looking a script? Did you try with them? Could you give more details about the script you need?

Is there a script for ESX 3.5 environment which I can run and get information on current patch list on all esx host and then compare it against the baseline and find what is missing.

From the vCenter Update Manager PowerCLI Release Notes:

"Update Manager PowerCLI 4.0 Update 1 works only with Update Manager 4.0 Update 1."

So I am afraid you have to upgrade first to VMware vSphere 4.0 update 1.

There has been a VMware Update Manager snap-in for an old version of the VI Toolkit. But that doesn't work with the current version of PowerCLI.

If you're willing to use VI Toolkit 1 and the old Update Manager snapin you can use the first script Biliana listed.
