VSA Manager can't connect to cluster during an outage

We're running a 2 node VSA cluster using  VSA 5.1.0. vCenter Server and Client are also 5.1.  Under normal operations the VSA Manager tab works when running vSphere client from the vCenter Server and also from a remote client on a laptop (on a different subnet).  During a failure (when one host of the cluster is turned off) the laptop  client can no longer manage the VSA (for example to replace a a VSA appliance or enter maintenence mode.)  The error given when clcking on the VSA Manager tab is:

"The VSA cluster is unavailable: A VSA Web Server communication error occurred.  Restart the client and try again."

Restarting the client does not fix the problem.  The VSA Manager continues to work when accessing from the vCenter Server and from the vCenter Web Client.  The VSA cluster itself works and the datastores failover to the other host.

Once the host is powered back on, the VSA Manager on the laptop connects and works properly.

This is the second time we've had this problem.  The first time I was only using the remote vCenter client which wouldn't connect and it also wouldn't work in the web client.  So I've reinstalled everything from scratch and have the current issues.  So the the current setup is a fresh install of all components (ESXi, vCenter Server and VSA.)

Has anyone else had this problem or have any ideas what might be happening?  Why can the client connect when both nodes of the cluster are up, but not when one node is down?
