Is this a valid configuration?

Team wants to have ESXi cluster mount an NFS datastore that is created from a Windows VM in that cluster which is exposing a VMDK disk exported as NFS to the ESXi cluster?

This would be for holding ISOs that other ESXi clusters can mount too. No virtual machines would run on it.

I have concern when Windows VM reboots the NFS goes down in the ESXi clusters and may be cause me APDs, but no VMs would run on this NFS mount. Just respository of software.

What version of vSphere are you currently running? VMware KB: Intermittent NFS APDs on VMware ESXi 5.5 U1 - this was patched, you should apply the appropriate level of patching.  I don't see anything wrong with this configuration.  However ideally, if you have unified storage it is probably best to present it directly from the storage.
