can I do virtual machine replication from vsphere replication 6.7 to 7 u3 vcenter cluster ? Also, since the data is very large, I will do the replication in the same data center and then take it to a distant place and start the replication incrementally again. Is this possible ?

Both clusters are under the same VC? yes easily... the GUI should let you do that...

Assuming the distant place has a VC and VR appliance, then yes you can replicate and use this data as a "seed"
