vSphere Replication replicates virtual machines individually to the same VC or another VC at a different site. It is completed by an appliance that you install on each VC and integrated into the VC's web console. You can configure RPOs on a per VM basis.
Storage replication generally replicates LUNS or Datastores to a DR site. And you cannot replicate VMs on an individual basis. The replication process is usually offloaded onto your storage array.
