VRMS Server Error "no element found: line 1, column 0"

I have 2 vrms servers and on one of them the VRM service will start briefly then switch back to stopped.  If I try and update any info and select "save and restart service" it returns the below error at the top of the page.

no element found: line 1, column 0

Power the appliance off (not reboot), once powered on again you should be able to save your configuration.
