After doing a RetrieveServiceContent() from the service instance, getAlarmManager() returns a null value, but GetPerfManager() and GetPropertyCollector() return good references. Any ideas?
Well, that was easy. Alarms are only available with VirtualCenter, not ESX stand-alone.
