If you have any of these licenses - http://www.vmware.com/products/vsphere/buy/editions_comparison.html you'll have full read/write access to the features available from the license type.
ONLY free ESXi version has read-only access to the vSphere API, all other editions has full r/w.

i am going to run ESX not ESXi. This should not limit functionality on SDK either, right?

The licenses from the above list apply to both ESX and ESXi, ONLY free ESXi license has the limitation I spoke of earlier, ESX does not offer a free version, so you'll be fine.
