FYI - Don't install the VI Perl Toolkit to the default directory

By default the VI Perl Toolkit tries to install into %ProgramFiles%. Instead you should install it to C:\ or D:\ or at the root of any other drive under the folder VIPerlToolkit. The reason for this is that if you ever want to use CPAN to download additional Perl modules, the modules may not compile properly because of the space that is in the path to the VI Perl Toolkit's default installation path.
