vMA to Host/VM Communication

Does vMA 4.0 communicate with ESX hosts and VMs via the physical network or does it have an virtual/internal communication path? In other words, if the physical network is down, can vMA still communication with hosts and VM's?

If the physical link is down to the host, no vMA will not be able to communicate with the host
